The hood is badly oxidized. It has never been garaged. Resides by the Dumbarton Bridge Bay Water. (Saltly Enviroment) %26amp; also had alot of Scratches (Spider Webbing). Any recommendations would be greatly appreciated.

If this is the same Medium Wedgewood Blue color that was on the '01 - '03 Escape then I can help. I used Mother's Wax bar after washing the car using NuFinish Paint Refresh Car wash. I also use a leaf blower that I bought just for the car (not for yard work) to blow dry the car. We have very hard water and will spot when towel drying. You need to put some serious elbow grease into the wax bar, but It will look pretty good. Now I'm not in a salty area, but we get more pollen and tree sap than anything.Best detailing products for a Dark Blue w/ Crystals in the background on a 2003 Ford Expedition Factory Paint?
You can take the car to a detailer and have it buffed and waxed. That's the easy way. If you want to do it yourself start with a good wash, rinse well and dry thoroughly. Go over all painted surfaces with detailers clay. Go back over with a polish, then once more with a wax. It is very difficult to get scratches out by hand. Many products hide them but don't truly get rid of them. A machine like an orbital buffer will work better at getting them out. I included a couple of link for you to check out.
